In a quick summary I read here's how it all works:

If your opponents summons 1 monster through Pendulum Summoning cards like Black Horn of Heaven, Solemn Warning and Thunder King Rai-Oh can be used to negate that monster.

If your opponents summons 2 or more monsters through Pendulum Summoning cards like Solemn Warning can be used to negate those monsters.
