This is how Black Horn works:
It only works on Inherent Special Summons. Inherent special summons are done by a Summoning Procedure either by its own Summoning mechanics (Synchro Summon, Xyz Summon), a Summoning condition or by an Effect without Classification that allows it to be Summoned that way.
Black horn of heaven cannot be used in response to a summon. It can only be used to negate the summon of a monster that is not on the field nor in the hand, yet. If horn is activated it is not the time at which bottomless or other cards are played, it is before that.
So, here is something to remember
Anything maxx c cannot chain to, Black Horn can negate that summon
thunder king rai oh works the same way as Black Horn.
